All-or-Nothing Rule

FACTS: The Board of Transportation issued a memorandum circular prohibiting the operation as taxis of cars which were more than six years old. Petitioner claimed it violated equal protection, since it did not apply to other transportation services.

HELD: The fact that the memorandum circular does not apply to other transportation services does not violate equal protection. Equal protection does not require that the same treatment be accorded to all. (Taxicab Operators of Metro Manila, Inc. vs. Board of Transportation, 117 SCRA 597)
